The City of Hilliard contacted the Heritage Lakes HOA regarding improvements to Alton & Darby Creek
Road pedestrian improvement project as it relates to the Fairway Commons. The City of Hilliard
informed us that the planned improvement will fill a gap in the pedestrian facilities on Alton & Darby
Creek Road between Fairway Commons Drive and Lampton Pond Drive with a proposed 5-ft wide
concrete sidewalk. The project will also provide a pedestrian refuge island with Rectangular Rapid
Flashing Beacon (RRFB) signage to provide safe crossing of Alton & Darby Creek Road for pedestrians
and bicyclists between Muir Parkway and Fairway Commons Drive.
Below is the project description that was shared with the HOA:
This improvement will fill a gap in the pedestrian facilities on Alton & Darby Creek Road between
Fairway Commons Drive and Lampton Pond Drive with a proposed 5-ft wide sidewalk. The project will
also provide a pedestrian refuge island with Rectangular Rapid Flashing Beacon (RRFB) signage to
provide safe crossing of Alton & Darby Creek Road for pedestrians and bicyclists between Muir Parkway
and Fairway Commons Drive. The sidewalk improvements at the southeast corner of Alton & Darby
Creek Road and Fairway Commons Drive will essentially mirror the improvements on the northeast
corner. As we discussed this morning, the extension of the sidewalk on the south side of Fairway
Commons Drive will impact the landscaping bed as it encroaches in the right-of-way, but the fence and
signage will remain undisturbed. I have provided the following attachments as resources to describe the
project to the Board:
1. Alton Darby Creek Rd at Muir Pkwy Plan Sheet – this is a plan sheet from the construction plans
detailing the improvements of the project. The sidewalk connection is shown on the right side
of the page.
2. ADCR at Fairway Commons Dr – this is an approximate illustration of how the sidewalk will curve
between the existing signage, but will impact plantings within landscape bed. Note, that all
sidewalk is to be built in existing Right-of-Way.
3. Ped Refuge Island Example – this image shows a similar installation on Scioto Darby Road east of
Veterans Memorial Drive to what will be constructed on Alton & Darby Creek Road. However,
the pedestrian refuge island on this project will only be made up of brick pavers inside the curbs
and not include trees in the median.

Further discussions with the City of Hilliard provided the following clarifications:
1. Maintenance of Traffic – this element is still in design, but the intent is to limit disruption to
Alton & Darby Creek Road traffic. Construction is only permitted during non-peak hours (8:00
AM to 4:00 PM) and would be even more limited if construction occurs during the school year.
A flagger may be used, but the City intends to limit that to only one or two days during non-peak
hours.
2. Project Schedule – the schedule is unknown currently, but the City’s plan is to bid this project
along with a few other City bike/pedestrian improvements this Spring. The schedule will be
more clear once a Contractor has been selected and we will require to said Contractor to notify
you prior to work starting in the area. If you can provide the best way to contact you, we can
include it in the plans.
3. Notification of Property Owners – we will not be issuing formal notices to the residents of
Fairway Commons at Heritage Lakes as this project will have a fairly short duration and have a
minimal impact on traffic. The Contractor will be required to notify the resident of 3491 Fairway
Commons Dr prior to working along their property as they are directly impacted.
4. Mulching Beyond Sidewalk – We have included a note in the plans for the Contractor to rake the
existing mulch back into the bed prior to work. Once the sidewalk has been built and topsoil has
been set in the surrounding disturbed areas, the Contractor will rake the mulch back to the
sidewalk.
5. General Community Engagement with the City – we appreciate your interest in getting the
community engaged with the City. We like to hear back from our residents on the City’s
interests and future plans. As I mentioned last week, the City recently launched a website for
